In NSW the Public Health Regulation 2012 requires all cooling water systems to be audited annually by an approved auditor.

4. Can an approved cooling tower auditor conduct audits on cooling towers they own or have written Risk Management Plans for or are also a person who installs, maintains or operates a cooling water system or is work in a water testing laboratory?

No. The auditor must be independent of the: occupier (the owner of a premises, owners corporation if under a strata scheme; leaseholder or tenant who installed and operates the cooling water system); risk assessor (the competent person who prepared the Risk Management Plan); duly qualified person (a person who installs, maintains or operates a cooling water system); and a laboratory.
